Step 1: Make an Orange Rabbit
All you need to have is an extra toon slot on your account. Now, you can choose to make your toon either gender. Select rabbit, then make your character completely orange. The clothes you choose can be anything.
Step 2: Size your Rabbit
Okay, now go back. Is your toon a medium size? Your toon can have small legs x any body, or medium legs x small body. Your toon's face must be widened and have short ears in order to be accepted.
Step 3: Name it Carrot or Carrots
Your name only has to include either one, and can go in whichever order you choose. If your name is the same as any recent clan member, your Carrot may be disqualified, and you may have to start over with the make-a-toon process. Get creative!
Step 4: Become an Official Carrot
Things might get the most complicated here. In order to be an official member, you will have to befriend a Carrot that has already joined the clan, or just generally get in contact with a clan member. Special joining events can occur at any time in a popular district location (most likely in TTC), so you many need to find a way to encounter one. Searching online for an active Carrot can also help you apply. Be on the lookout for any individual Carrots roaming around TTR!

Become a Carrot
So you want to become a clan member, huh? I am assuming you have already played Toontown Rewritten in the first place, so you will know what I will be talking about. Below is a step-by-step list of the best method to becoming a Carrot Clan member, as of 2018. There may be some error under these steps though, as they are based on the way I joined the clan, and how I've helped others join.
